Dr. Marcelo is a general and trauma surgeon by training and currently the Executive Director of AeHIN. He is one of the founding members of the Philippine eHealth National Technical Working Group. He is currently the Director of the UP Manila – Technology Transfer and Business Development Office (2016 – present) as well as a faculty member of the Department of Surgery and Medical Informatics Unit of the College of Medicine, UP Manila. He previously served as the Chief Information Officer of Philippine Health Insurance Corporation (2010-2012) and was the Director of the National Telehealth Center (2006-2010). Dr. Marcelo has completed certifications in the governance of enterprise IT (CGEIT), The Open Group Architecture Framework (TOGAF), Archimate, and COBIT5 Implementation. He finished his medical informatics fellowship (1999-2001) at the Lister Hill National Center for Biomedical Communications (LHNCBC), National Library of Medicine (NLM), National Institutes of Health (NIH) in Bethesda, Maryland, USA.
